| PURPOSE AND NEED | The
primary purpose of this bridge replacement project is to replace the bridge
and approaches on US 60 over Hays Branch approximately 0.4 mile Northeast
of the junction with KY 174 in order to improve the safety of the traveling
public. This section of US 60 is a heavily traveled route, which is largely
utilized by motorists traveling to and from Morehead, KY. Many of these
motorists are students attending Morehead State University or are traveling
to Morehead in order to access Interstate 64. This project is needed because
the existing structure has a sufficiency rating of 23.4/100.0, which indicates
that it is deficient. KYTC’s policy is to consider replacement of
structures when their sufficiency rating falls below 50.0/100.0. The structurally
deficient existing 34 feet long R.C.D.G. span bridge is on a 30-degree
skew. The deck underside has cracking with efflorescence. Railings are
too low and have impact damage and the curbs are heavily scaled. Additionally,
the beams have widespread cracking and some spalling with exposed steel
showing section loss (especially exterior beams). The upstream exterior
beam is heavily deteriorated at the bearing area of Abutment 2. The stone
masonry abutments have heavy cracking and some sloughing.

| SCOPE | 1. Conduct preliminary engineering studies to identify appropriate typical section, line and grade, and dependable cost estimate. The environmental document at this time is expected to be a CE Level 1 which will be done by district. 2. The selected Consultant will be required to provide engineering services to perform Phase II roadway design, including the preparation of any design studies, drainage design, right of way plans, construction plans, traffic control plans and cost estimates.

by the Department or by the consultant. Prequalification in the area of
structure design is required to be identified in the consultant's Response
to Announcement. |
