| PURPOSE AND NEED | The
primary purpose of this bridge replacement project is to replace the bridge
and approaches on KY 7 over Plum Creek approximately 4.4 miles North of
the junction with KY 827 in order to improve the safety of the traveling
public. KY 7 is an important route for those wanting to access US 23 to
the North, KY 10 to the East or West, and Interstate 64 in Olive Hill,
KY. This project is needed because the existing structure has a sufficiency
rating of 41.4/100.0, which indicates that it is deficient. KYTC’s
policy is to consider replacement of structures when their sufficiency
rating falls below 50.0/100.0. The existing double barrel 10x10x54 feet
reinforced concrete culvert is structurally deficient as evidenced by
heavy erosion at the north upstream embankment. Poor channel alignment
is forcing flow into the embankment and is encroaching upon the roadway.
All normal flow is through the south barrel due to the silt/debris in
the north barrel. Additionally, the south upstream and the north downstream
wingwall is completely gone. A small scour hole (approximately 20 inches
deep) is present at the outlet end of the south barrel. Barrels have moderately
sized cracks in walls and ceilings, with some spalling and exposed steel.
The south barrel walls have some areas of honeycombing. The inverts have
areas of concrete erosion and the headwalls have areas of honeycombing
and spalling with exposed steel. |

| SCOPE | 1. Conduct preliminary engineering studies to identify appropriate typical section, line and grade, and dependable cost estimate. The environmental document at this time is expected to be a CE Level 1 which will be done by district. 2. The selected Consultant will be required to provide engineering services to perform Phase II roadway design, including the preparation of any design studies, drainage design, right of way plans, construction plans, traffic control plans and cost estimates.

structure design is required to be identified in the consultant's Response
to Announcement. |
