| PURPOSE AND NEED | The
primary purpose of this bridge replacement project is to replace the bridge
and approaches on KY 7 over Left Fork of Beechy Creek approximately 2.5
miles North of the junction with KY 827 in order to improve the safety
of the traveling public. KY 7 is an important route for those wanting
to access US 23 to the North, KY 10 to the East or West, and Interstate
64 in Olive Hill, KY. This project is needed because the existing structure
has a sufficiency rating of 40.4/100.0, which indicates that it is deficient.
KYTC’s policy is to consider replacement of structures when their
sufficiency rating falls below 50.0/100.0. The existing 50 feet R.C.D.G.
span bridge is structurally deficient as evidenced by areas of full-depth
deck deterioration, with the deck overhangs having some spalling with
exposed steel. Additionally, the exterior beams are spalled having areas
of exposed rebar with heavy section loss. The abutments have areas of
cracking with efflorescence, areas of spalling, scaling and honeycombing.
Some light erosion is present around the south abutment.

The Department reserves the option to modify the selected consultant’s agreement to include any necessary services for this project. The firm(s) will be asked at that time for prequalificians by the Department in the required area(s).

| SCOPE | 1. Conduct preliminary engineering studies to identify appropriate typical section, line and grade, and dependable cost estimate. The environmental document at this time is expected to be a CE Level 1 which will be done by district. 2. The selected Consultant will be required to provide engineering services to perform Phase II roadway design, including the preparation of any design studies, drainage design, right of way plans, construction plans, traffic control plans and cost estimates.

by the Department or by the consultant. Prequalification in the area of
structure design is required to be identified in the consultant's Response
to Announcement. |
