PURPOSE AND NEED
The primary purpose of this bridge replacement project is to replace the bridge and approaches on KY 32 over Middle Fork approximately 0.05 mile West of the junction with KY 719 in order to improve the safety of the traveling public. KY 32 east of Sandy Hook, KY is an important route for those wanting to gain access to Interstate 64 either at Morehead, KY or Grayson, KY. This project is needed because the existing structure has a sufficiency rating of 44.2/100.0, which indicates that it is deficient. KYTC’s policy is to consider replacement of structures when their sufficiency rating falls below 50.0/100.0. The structurally deficient existing bridge is comprised of 3-40 feet long R.C.D.G. spans on a 30 degree skew. The asphalt wearing surface has some cracking. Deck undersides have evidence of full depth deterioration and the deck overhangs are heavily deteriorated. Curbs are deteriorated and scaled with the exposed steel showing section loss. Guardrail is hanging due to the curb deterioration. Beams have widespread cracking and some spalling with exposed steel at the ends. The abutments and piers have cracking and spalling. There has been scour around Pier 2. Abutment 4 has been compromised by extensive excavation and realignment of the stream caused by an adjacent land owner.

The Department reserves the option to modify the selected consultant’s agreement to include any necessary services for this project. The firm(s) will be asked at that time for prequalificans by the Department in the required area(s).

 

SCOPE

1. Conduct preliminary engineering studies to identify appropriate typical section, line and grade, and dependable cost estimate. The environmental document at this time is expected to be a CE Level 1 which will be done by district.

2. The selected Consultant will be required to provide engineering services to perform Phase II roadway design, including the preparation of any design studies, drainage design, right of way plans, construction plans, traffic control plans and cost estimates.

STRUCTURE DESIGN
The selected consultant shall do the necessary engineering services to submit to the Kentucky Transportation Cabinet an Advance Situation folder(s) for the appropriate applicable structure(s). Upon submission of the folder(s), a determination will be made whether the structure design will be performed by the Department or by the consultant. Prequalification in the area of structure design is required to be identified in the consultant's Response to Announcement.
GEOTECHNICAL SERVICES

Department shall perform Service.

PROJECT FUNDING Federal Funds
UTILITY DESIGN
The selected consultant may be requested to provide utility related services for this project, which may include construction inspection.
TRAFFIC
Traffic projections and related information will be provided by the Department.
PREQUALIFICATION REQUIREMENTS

The project team shall be prequalified in all areas as follows:
