| PURPOSE AND NEED | The
primary purpose of this bridge replacement project is to replace the bridge
and approaches on KY 1959 over Everman Creek approximately 0.1 mile South
of the junction with KY 7 in order to provide a safe, reliable roadway
for those wanting to access KY 7. This project is needed because the existing
structure has a sufficiency rating of 47.8/100.0, which indicates that
it is deficient. KYTC’s policy is to consider replacement of structures
when their sufficiency rating falls below 50.0/100.0. The structurally
deficient existing bridge is comprised of 3- 13x13x13 feet reinforced
concrete slab units with 0-degree skew, which are placed on timber piles.
The timber piles are cracked and split. Hammer sounding of these piles
shows evidence of deterioration. A large scour hole is present around
the timber piles. The joints between the concrete slabs are sealed with
bituminous sealant, which is allowing seepage. Concrete railings and posts
have several spalls with exposed rebar. |

The Department reserves the option to modify the selected consultant’s agreement to include any necessary services for this project. The firm(s) will be asked at that time for prequalificans by the Department in the required area(s).

| SCOPE | 1. Conduct preliminary engineering studies to identify appropriate typical section, line and grade, and dependable cost estimate. The environmental document at this time is expected to be a CE Level 1 which will be done by district. 2. The selected Consultant will be required to provide engineering services to perform Phase II roadway design, including the preparation of any design studies, drainage design, right of way plans, construction plans, traffic control plans and cost estimates.
